Simpson-Bowles a was a broad plan to reduce the federal
deficit. It recommended to pare away most tax expenditures, devote $80 million
annually to reduce the deficit, and to use remaining revenue gains to cut
taxes. The reason the it didn't work was because the plan
got rejected in the House of Representatives by both parties. The final
tally was 382-38.
